It seemed like Jerry Bratcher had it made. As chief of Police, his salary was $80,000 a year, and he oversaw an 80-man department ranked as one of the best in the country. He had set up lucrative outside consulting businesses analyzing other suburban police departments. And the taxpayers were paying for his drinks, lunches and dinners. No one would question any of it since he had also become a consultant to Micro Aseptic—run by the three village trustees who also ran the police and fire committee. That, together with his strong personal relationship with Mayor Rita Mullins, compromised any real oversight of the Palatine Police Department by the village government. It was all carefully hidden from the taxpayers in a maze of governmental paper buttressed by a village government who fought any citizen attempt to access these financial records.


Jerry Bratcher had created his own Feudal kingdom in Palatine.


Sure, there were a few underlying problems. His consulting and Micro Aseptic sales both depended heavily on the the goodwill of other suburban chiefs. So he had to constantlystroke them while at the same time hiding from them the true nature and extent of his business dealings and how they might affect the other chiefs. While bragging about the academic achievements of his men, he failed to mention he hired five or six chief’s kids — including his own. He also failed to mention he lost $125,000 in an Ponzi scheme which traded commodities.


Bratcher’s kingdom rested on a fragile foundation. He became a prisoner of his own propaganda. He had to constantly exaggerate and puff his own accomplishments and those of his police force to keep his outside business interests rolling. Thus, Bratcher pushed membership in the Northwest Police Academy (NWPA), argued for CALEA accreditation, and promoted the use of the Northern Illinois Police Crime Lab (NIPCL). He couldn’t stop making his sales pitch.


Bratcher also became a prisoner of his own sales pitch.


Bratcher ingratiated himself with his fellow chiefs and promoted his business interests at the same time. The chiefs provided a potential market of more than 100 suburban police forces to which he could offer his consulting services or sell his line of Micro Aseptic products, which could provide everything for a police department from soap to special shoes. Bratcher founded the NWPA, a forum which enhanced the international reputation of the Palatine Force and himself. He later used the academy to branch out into politics endorsing his friend Jack O’Malley. Indeed, Bratcher had employed a full-time PR person for his small-time Police Department. Additionally, the sons of various police chiefs were employed by the Palatine Police Department.


It was working. Eventually, Good Housekeeping magazine would cite the Palatine Police Department as one of the 10 best in the nation. On paper, Bratcher had a superior department. Palatine was not just the normal, under-equipped suburban police force. Many chiefs told us the crime at Brown’s Chicken and Pasta on January 8, 1993 was a terrible tragedy. But “thank God it happened in Palatine.” They knew Bratcher worked with CALEA, which certified suburban police departments, but were unaware that his CALEA connection was at the heart of the Good Housekeeping ranking.

Jerry Bratcher had carefully constructed a house of cards. It was held together by the spiderweb of personal relationships he had built with other chiefs and with the village government. An unsuspecting media and citizenry stood by, never noticing the personal stakes Bratcher had invested with the mayor, village board, and state’s attorney’s office. No one ever questioned any of them about their objectivity or the inevitable conflicts which grew out of these relationships. No one questioned any of them about their non-governmental business. Bratcher was employed as a consultant by three of the village trustees who ran Micro Aseptic.Because of his business relationships with the trustees and his long personal relationship with the mayor, he had effectively neutralized anyone who would be in a position to question his conduct. That connection which James Madison and Thomas Jefferson thought crucial—between the citizens and their elected representatives and “employees”—was crushed. .

Bratcher also receives payments for services from Micro Aseptic, making at least $5,000 in consulting fees in 1995 alone. Bratcher used his considerable reputation and economic clout to help Micro Aseptic sell products to other police chiefs. In one instance, Bratcher used the NWPA as a platform to introduce Micro Aseptic’s products and services. As he had at other occasions, Bratcher introduced Jack Wagner of Micro Aseptic as an expert in combating blood-borne pathogens. He vouched for Micro Aseptic’s integrity and effectiveness. However, he did not reveal his continuing economic relationship with the company.

At the time, Micro Aseptic was owned and operated by two of Palatine’s trustees: Jack Wagner and Gregory Solberg.Wagner also chairs the public safety committee of the village board, which oversees the Palatine Police Department.The public safety committee sets salaries, approves budgets and monitors the department’s performance. Chief Bratcher’s department—along with the Lincolnwood PD—appeared in a 17-minute “police training” tape, which was essentially an infomercial for Micro Aseptic products. The tape credits the NWPA for help in production. (Note: In 1994, Bratcher served as a paid consultant for Lincolnwood as they searched for a new chief.) This is an apparent violation of Palatine’s ethics ordinance which prohibits, “use of village equipment, material or property for personal ... profit.”


Interestingly, Micro Aseptic was chosen to clean up the crime scene at Brown’s. Wager maintains that the products were provided at no charge as a public service. Skeptics have suggested that it was done for publicity. http://www.ipsn.org/bga1.htm

If judge Emmet Sullivan thinks the trial against senator Stevens was raunchy, the worst he has ever seen, gross misconduct, he aint seen any thing yet.

In Sen. Ted Stevens case, justice system failed

Among the many ways justice can be frustrated, even corrupted, prosecutorial misconduct ranks among the worst. Not only can it send innocent defendants to prison, but it robs the system of something fundamental -- public trust.

That's what transpired in the conviction last fall of Ted Stevens, then a Republican U.S. Senator from Alaska, and led U.S. Attorney General Eric Holder to ask last week that the conviction be tossed out.

But that's not enough. The Bush Justice Department prosecutors who withheld evidence from Stevens' attorneys that might have exonerated him must be called to account.

This is not a case where prosecutors can credibly claim an innocent mistake or oversight. The evidence withheld involved interview statements by the prosecution's key witness against Stevens that differed sharply from his sworn testimony at trial.

It was classic cross-examination material -- and Justice Department lawyers made sure Stevens lawyers never heard it.

From the start, the prosecutors' conduct seems unprofessional, even reprehensible. Federal Judge Emmet G. Sullivan repeatedly chastised them for hiding potentially exculpatory information. At one point, he almost declared a mistrial, and later cited two prosecutors for contempt for refusing to deliver documents he had demanded.

Few public officials possess more power for good or evil than prosecutors -- county, state or federal. A prosecutor can, as the cliche has it, "indict a ham sandwich."

At the same time, the office is regularly a stepping stone to promotions or even to higher elective office, and thus carries the temptation to amass a conviction record, even at a cost to defendant's rights. Something like that seems to have driven Stevens' prosecutors.

I reported a lot of criminal activity to her, provided evidence, the law requires her to do somethings on certain matters, others she can legally let slide, weather she likes it or not. She is showing that if the criminals are in her office, on the bench, with law enforcement, well that's another story, we well just sweep it under the rug. No problem. If that don't make her a criminal also, I don't know what does.

Jake Bernstein stole $5k from me (I paid for something he did not deliver) I never got paid for fixing his drain at his house, and paid another $3400 for 2 seats in 1 seminar he canclled and never refunded me the money (yes dope me, in my defense, I was just hoping he would some day wake up and figure this was not right and will make good on obligations), I wounder how many other people he did not return the refund to?. I under stand that Madigan is not a collection agency, but these civil matters have a tone of a criminal nature. These matters I think she can shelf, and use the so what, who cares, no big deal excuse.

Lisa Madigan, has no problem with false documents, perjury, misleading the courts, tampering with evidence. To me, this, kind of, seems like she is rotten to the core.

I only ask for truth and honesty, from any one, do your job (what ever it is, in the best way possible). I feel that she is a failure in this department also.

If and since the attorney general has shown she finds no problem to the world, that false documents, perjury misleading the courts, obstruction of justice, cops hallucinating on the job, in the court, etc., in Palatine and Cook County, then she must embrace this activity with other matters.

So here we have the Illinois top cop a runnaway criminal, with no one to stop her. What does Quinn do about that.

Some place I post/blog, that when I was in Arizona, I was served 12 times by a Illinois process server, right here in Illinois (most likely cook county sheriff's making money on the side). Served 12 times(a agent of the court throws, or hands me a document). The State of Az knew I was in AZ, The state of IL knew I was in AZ, Cook County knew I was in a the Village of Palatine knew I was in AZ. I am in contempt of court, now (back then), the plaintiff lawyer knew these were all wrong, but nobody cared, except to get Mike Mars.

To be fair, every law school in the state of Illinois feel the same, every judge in the US Northern dist court house, every court house chief judge in Cook County, about 800 other judges around town, all apart of the 3500 recipients of my emails. Silence is content, Silence is contempt to very existence of this school.

My email, my blog, is a fine example about what happens when reporting a crime committed by law enforcement and the courts. Nothing and no one cares.

This law school promotes a double standard justice system, is a disgraced institution and a failure to carry out a essential mission for a better society, guilty, up it's neck in the filth, I describe.

It seems like lawyers are crooked right out of the gate (I had one of those too (see below), as a matter of fact this was a assistant states attorney, first trial, she fit right in, corruption, just as good as the rest. She might have graduated from this school. I could not under stand why the prosecutors were acting this way.

I have been around the block a bunch of times, but never before like this, I could not believe all this stuff was happening. Lawyer after lawyer after lawyer, times 5, the supreme court justice that called me (I would assume to help), the appellate (why didn't the appellate lawyer cover any of this? I suspect there was a silent judicial order, by Scotillo) Most of the people in the Village of Palatine, that I've known for 35 years, all of a sudden were unfriendly and out right hostile.

I think a father would be nuts, to send his kid to a law school like this, but in all fairness, I would bet every law school in the country would react the same way. God help us all.

Maybe I am the only one in the USA that wants, that is trying to help along, a cleaner, more honest, people friendly, civil, respected society. I think people should put their foot down and say enough is enough.

I sent a email to governor Pat Quinn (see below), so lets see what he is made of, why would his response be any different, than the 3500 others? Maybe he will ask his attorney general pretty please honor your legal oath and follow the law? But may add, well if you don't then I wont, nobody is doing it any way, so what the heck.

What ever happened to, going to school, become educated and giving to your fellow human beings, helping your neighbors, doing something good? The law diploma aint even worth the paper it's printed on, if it's used to break the law, just another form of toilet paper.

I say, take their law license away and arrest em all. Get new people in their and tell em, there will be consequences of their actions, so please behave. The law is perfectly clear. I don't think that will happen, even if it is the law, they have the power to dodge the law.

Look at that crime commission that Quinn set up, the law professor did nothing, Anita Alvarez did nothing (after receiving the same email that I sent every law professor and every faculty member of every law school in Illinois), (let them prove other wise, maybe they just yelled out the window "hey").

Why did she and Anita Alvarez of this crime commission, decide to cover up, obstruct, be an accessory, apart of a conspiracy, do nothing, but promote, embrace, endorse this dirt.

Law requires something other than nothing. They just flipped off the law, gave it the birdy. 1 law professor and the other, a county D.A., gave the finger to the criminal justice system, what is wrong with these people? The county D.A. before this one ignored this matter also.

In the Anita Alvarez example, I would bet, as a life long state prosecutor, since I have establish her internal mind set, she probably has been doing this sleaze ball layering all her life, knows no other.

I gave her that, once in a life time test (with nobody looking, nobody would know, she could do what she feels), to see actually what her internals are made of. As a result, I think she is another failure. She proved to herself, what she is made of, if it matters, just like every one else.

What is she going to do with Andre and Chandra (assistant states attorney in my trial? Arrest them? Review all trials they were on? Fire em? Ask them to try to be more professional?

The question so far, has been answered.

How about if she approaches them, they might say, why are you picking on us, it's unfair, We heard in the office and looked it up, your dirt. So unless you want us to contact the tribune, you better get lost.

So, what are you going to get from this commission since 2 members are criminals, members of the court, with a badge, that belong in jail, that are apart of a double standard, who have a get out of jail card, who are the law? They and apparently many others think they are above the law and can break the law, to their satisfaction. Trash, garbage in, garbage out, will come from the commission.

and yes Lisa Madigan was emailed several times and nothing, so I guess this makes her a criminal also (who is going to arrest her?), she has a mind set that does not sound like some one that I would want for a Attorney General, it certainly tells me about her character. I emailed her father also...... others in Springfield also, senators Obama and Devine. With this built in acceptance of a double standard and corruption, how can any thing good come from them and then once again, who will hold them accountable to the standards of a lawyer or the criminal standards of a criminal court of law?

Don't think for a minute that ARDC, means much more than nothing. Are they going to take away the law license of Anita Alvarez, Lisa Madigan, all the judges I contacted, and every one else I contacted, about crimes being committed by courts. What about the retired Illinois supreme court justice, who stepped in this shit, they going to punish him by taking away his law license? (he might have been the judge in the Blogo trial, which I think was another joke. Arrest the governor, but months latter, don't know what to charge him with, in the mean time he gets impeached, well when his father in law said he was going to get him, looks like to me, he simply bought a federal prosecutor). What about the 2 Illinois seniors I contacted (1 x, now president of the USA), they also thought no need of concern when I emailed their office.

try to be good to your neighbors

I think we should try harder to make this bad stuff go away. There is nothing wrong with telling the truth, nothing wrong, about making mistakes (but hopefully the mistakes aren't serious and often). There is noting wrong with loving your fellow man. There is nothing wrong with helping one and another. Nothing wrong with community service what ever it is, stopping on the side of the road and pick up trash, helping senior citizens, pulling over when there is a huge chunk of something on the road (be careful, but once a fellow motorist see's what your doing, they will yield, with pleasure, open the door for others, but up to that point, it is a lot more dangerous), let others go first, let other people cut in line (some times) with out going berserk, someone drops something, pick it up (don't wait for them to leave, so you can have it), go to the hardware store and buy a bag of pavement patch and fill in a pot hole, Use your imagination how you can help people. Pay forward, try to be a good human being.

But to continue this crap of turning a blind eye, let the other guy worry about it, under the cloak of the better good of society, or I am king of the hill, I am beyond approach. is nonsense and bs.

I have emailed all the Illinois law bars, they also are non responsive, let it slide. don't care, don't bother. More cover up, of one of their own. Judge Scotillo's wife was the law bar matriarch of the Northwest Suburban Bar Association, so no wounder this is a dead issue there.

The problem is the ability to exercise free will in a morally, humanly civil, intelligent manor. We continually choose not wisely.

We develop better and more efficient ways to kill, murder, torture, go the moon, spy in the sky, bio crap. But we got the same filth in law and order as we did 10k years ago..... maybe more.

A judge can knowingly accept a false documents (lets say a false bridge inspection report and it is categorized as a nice, good, wonderful report) it is then law. With no consequences or no repercussions.

Cop can show up for work or leave work with drugs in their system. With no consequences or repercussions. Cops have a union, they have rights, in my trial, the cop said "I had no rights", the judge and appellate, later praised the cop for being, professional, highly creditable, and a expert (this was the cop that was high on drugs, during the arrest, that every one covered up for).

a cop can tell the courts any thing they want because they are presumed to be truthful. With no consequences or repercussions.

the government can torture people they accuse. With no consequences or repercussions.

Only a judge, thinks that a man with a badge is truthful, not even cop to cop can trust each other, when will the courts wake up.

They can nab Blagojevich for talking about a bribe, but let pass, the x-Palatine mayor and others who, were paid off, took bribes, gifts, consulting fees, grants, what ever you want to call it, go free, with the help of Attorney General Madigan and her staff of lawyers, Cook County States Attorney Alveraz and her staff of lawyers, Cook County judges, Law bars, even the judge that he is in front of now, add a supreme court justice (I think that was him - that ruled in the Illinois senate kick out, but then we go into the Burke matter I reference to (someplace), in connection with Scotillo, why else in the world, would a Illinois supreme court justice play along with a crooked judge in Cook County, by the name Scotillo and his wife's law bar, about a cop that washallucinating on a traffic stop and the cover up to follow?), and the new gov and his staff of who ever?

We need judges, but we don't need judges that play hodge podge with the law, I don't know, I assume they once or twice read and said out loud, their oath to a law bar or 2 or something? Their oath to the United States Government? Did the judges, I contacted forget their oath to the United States Government?

You got to have law and order from the gut, not some piece of paper handed to you on a silver platter, once in the gut, always in the gut, if never was in the guy, it'll never be.

But, perhaps judges forget, forgot it, or just don't care any more?

Their cannon, pledge, ethics, conduct, maybe they should review (continuing education), retire or some how get fired or arrested (congress could pass a law on how to deal with corrupt judges of all kinds).

But, I contacted every state senator (see posting below) , and there don't seem much intrest on any of this, so I guess the senate don't give a hoot if a federal judge or any judge for that matter, forgot their oath, has morals or ethics, respects the law (9 to 5, or 10 to 12, or 12 to 3, full time, part time, every other day, once a week) or if a federal judge, would sleaze around with a crooked sleaze ball county prosecutor (ain't that where judges come from?).

Personally, I think Tatooles giving Chief Bratcher $120k (who's son in court says he extracts false confessions, as part of his job on the Palatine police force) to recommend Haas (deputy chief of Palatine) for top cop job in Inverness, hummmmm..... suspicious. Amazing what a tax write off called "consulting fee" will cover.

I would bet Bratcher (wanting some free, easy money) black mailed Tatooles, he was going to expose Wenrich's perjured testimony, that Jack's brother (my defense lawyer #1 of 5) knew about, and knowingly allowed false testimony and documents to the court, and that Jack was apart of this cover up.

How many people did Haas, the police chief of Inverness, extract false confessions from? What form of torture did he use? or because of the close FOP and union brother relation ship said nothing, still says nothing, don't think it's wrong or did Haas just watch? go get coffee? clean up the mess? take notes? Tatooles, his village council, Mullins and her village council, right there in the thick of things.

This is why Inverness residents along with Palatine residents, aught to open up their eyes, wise up and stop playing dumb. Look who is running their community and what they're doing. I don't know any where this is right, except here. in this, village, town, county, state? Citizens have to take some responsibility for being apart of the corruption, shady or what ever you want to call it, deals, that their leaders partake in. How can we or you or any one sit buy when a crooked elected official, cop, judge, is leading us down, his or hers twisted and some times lawfulpath?

Is it the real wish of the Palatine people or any level headed person, to have 25,000 drinks served in down town Palatine and let these people drive home, with the risk of killing some one?

Maybe Bratcher black mailed Judge Scotillo, assistant states attoreny Chandra and Andre also, why stop with the Tatooles brothers? He could ruin several others or make $1/2 million bucks, it's legal and he has the police force to ruff up any one that got in the way.

To expose this perjured testimony would cause major problems for the Tatooles brothers and who ever. So, Bratcher to Tatooles, give me $120k as a consulting fee, you want a top cop, you can have the deputy chief, (I'll hit Haas for a finder fee) and I will let this matter with Mars, Hunter and Wenrich pass, let you off the hook. But then, Tatooles probably figured, why should I pay this money, when I can let the saps of Inverness pay, disguise it as the catch all consulting fee. Whew, thank goodnes the board are a bunch of saps also.

I would bet Tatooles has documents that this is a one time payment or Tatooles will blackmail the blackmailer back, certainly don't want to go to the press or to the authorities (that's where, pay off problems occur, the crime gets so huge, sooner of later, no one knows, who paid who off).

The cover up is always worse than the crime, we add, accessory, conspiracy, wire fraud, cover up. Because the nature of the conspiracy, this crime is, as, it happened yesterday (statue of limitations). I was in Arizona and reported this to authorities there also.

But then I witness and reported (to Scotillo, Illinois and Arizona authorities), plotting to murder, murder for hire, insurance fraud, workman's comp fraud, labor wage fraud, extortion,immigration law violations, auto theft, workers disability fraud and nobody gave a hoot, I feel real bad for the guy that painted the curbs, that might have got his head bashed in or brains splattered all over, cause he wanted to get paid, and the other people didn't want to pay him. I notified the authorities, that I thought might make a difference (the green card Italian showed me a get out of jail card from the Mesa police chief), but nothing took place (not sure, but I would bet on it).

When a cop makes a police report, I expect it to be accurate. When a cop testifies on a witness stand, I expect it to be truthful.

When a cop pulls some one over, I would expect the cop to know the color car he pulled over, where he pulled me over, the name of the road he was on and the town he is in. All that good stuff.

I would not expect the police chief, fire chief, mayor, another mayor, another mayor, a couple village councils, judges, a couple law bars, the D.A.'s office, Attorney, the General office, every law professor, facultymember in Illinois and more, to think nothing of it,

which to me (a some what regular guy), suggests, this is a normal, acceptable behavior. by the ruling elite.

I say this, is a wrong acceptable behavior and they aught to beashamed of themselves.
